If your PC sucks, or you have bloated apps running in the background, such as Popcorn-Time
or Firefox, or really bad apps like Google Chrome and modern Opera, FPS will decrease in places, and sometimes stutter. I first noticed that I would sometimes recieve jitter, when I ran down ramps or slopes.
The solution is to change the
process priority to
above normal in the task manager, or whichever other way.
(PsSuspend is another similiar thing that suspends bloated apps.)

What specs do you have for that to happen?
Only problems I ever had with back ground apps was running out of RAM with FF open and trying to run universe/planetary n-body simulators at the same time. 8GB is way too little these days. I desperately need an upgrade lol.
RF though, no possible way I could make that struggle even with the PCs I had 15 years ago.

lol, you're not wrong there. Mine is like 1% with 15 + tabs open all of the time. But it does use a heap of memory, 2-3GB. That is my FX 8320 PC.
My old retro gaming 2003 PC only uses few % as well, like about 5% with FF. But it is a high end dual CPU AMD Opteron rendering workstation with a Quadro FX GPU soft modded to 6800 Ultra specs and overclocked to the moon and 16GB of ECC ram.
Would of been a $15k+ PC in its day. Only few $100 in parts from ebay and a whole lot of research and time to make it work, built it more for nostalgia sakes than gaming but it does a great job regardless.
